The fiscal affairs committee provides a forum and network for chairs and members of the West’s finance and appropriation committees to exchange ideas and experiences on issues affecting state budgets and the region. The committee’s scope of interest addresses critical areas of revenue and taxation policy as well as policies and practices that western states have used in their budget processes to cope with severe contraction in revenues. Fiscal issues associated with cyclical instability of state revenues, performance-based budgeting, e-commerce and comparisons of individual state, regional and national fiscal data and trends are among the variety of issues before this committee.

2005 Highlights: Legislative fiscal leaders explored the successes and challenges of dynamic revenue analysis with experienced fiscal staff directors from California, New Mexico and Oregon.  Fiscal consultant Bill Conerly discussed national and global forces driving western state economies, especially factors important to state revenues.
